Welfare systems and labour market policies for economic and social resilience in Europe

WeLaR is an interdisciplinary research project examining the impact of four megatrends – digitalisation, globalisation, climate change and demographic shifts – on labour markets and welfare states in Europe. We aim to improve the understanding of the individual and combined effects of these trends on the labour market and thus on the welfare state, and to develop policy proposals fostering economic growth that is distributed fairly across society and generates opportunities for all.

LOOKING AHEAD: LABOUR MARKETS AND WELFARE SYSTEMS IN 2040

Europe’s labour markets and welfare systems are undergoing rapid transformation, driven by technological change, climate action and shifting global dynamics. Foresight offers a way to look beyond the immediate, helping policymakers understand how emerging trends could shape future challenges and opportunities. Through our foresight exercise, we built four scenarios for 2040 to support long-term planning and the development of strategies that can withstand uncertainty.
